From 21 October 2011 on the territory of the Russian Federation the mandatory certification of seeds used in agriculture has been abolished. However, the abolition of mandatory certification of the seed does not imply the loss of control in the field. The surveillance and prevention activities from now on will be carried out in accordance with the federal law on Technical regulation. Therefore, companies operating in the field will attest the quality of their products through
voluntary certification. To this end, they should enter into a contract with the certification bodies, which will assess the conformity of the products before placing them on the market. The abolition of mandatory certification does not lead to the repeal of the federal law On seed production on. 149 dated 17/12/1997. In Russia there is a state register of seeds where the various types of seeds are recorded. Companies wishing to market their products are required to register first their products in this register.
Once the registration has been completed, in order to sell the seeds it is necessary to obtain an act of the seeds type approval and a laboratory test report showing compliance of the material. Instead of the test report, companies can obtain the voluntary certificate of conformity. |
