Both documents are used as part of mandatory certification. The only thing that distinguishes them is that the declaration of conformity GOST R, unlike the mandatory GOST R certificate, may be headed exclusively to a legal person or sole trader under Russian law, including local units of foreign companies with stable organization in Russia. The introduction and increasingly widespread use of the declaration of conformity GOST R system in general and in the Technical Regulations, is nothing but an imitation of Russia and an attempt to assimilate its own regulatory system in the field of technical regulations to European one. In fact, in Europe for some of the products is the manufacturer to certify that the product conforms to the regulations by issuing the EC declaration of conformity, for others, such as medical devices, CE certificate is required. Requirements to have the shoes in the mandatory certification are:
1) Adult The men's and women's footwear, except footwear traditional (and eg.
